This report is based on a presentation given for the ITFM September Call. Mark Masenhimer is part of the IT Finance Infrastructure team at Microsoft and he spoke about the budgeting process at MSIT, specifically with regards to bottom-up budgeting. Here you will read a methodology comparison for top-down versus bottom-up budgeting and how MSIT views these methods. The advantages and disadvantages to bottom-up budgeting are explored.

John Kennedy, Director of IT Finance at Cisco, is going to lead the January ITFM Call. He will discuss cross charging for IT services in terms of internal versus external and centralized versus allocation. The presentation looks at the different cross charge types, i.e. allocation, project funding, and cost recovery. Finally he'll touch on the policies and procedures involved, inluding the approval process.
